  • Empirical Research of Effective management of Multi-Schools Network, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2016 04 01  - 2019 03 31 , Rapid prevailing of Cross- School Organisation (CSO) is a feature of this changing century. There are varieties of CSO among advanced countries. We define CSO as multi- schools networking which share educational resources. We mainly compare the United Kingdom,Australia and Japan.In each countries, the central governments go ahead with school CSO policy.While there are many successful cases in Expanding CSO provide many successful cases, simultaneously it is sometimes criticized from stake holders. Especially in Japan, the Ministry of Education and local authorities emphasizes effectiveness of NSC and introduce good practices. are introduced, However, thorough our three- years research, in some cases, headteachers and school governors lose their purpose and leadership in CSO because of a lack of a macro improvement model and a leadership model.
  • Research on change of educational administration system in local-government under the revision of laws and systems related to educational administration in recent years, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2015 04 01  - 2019 03 31 , The majority of municipal leaders recognize that they have been able to strengthen their influence on the education policies through the General Education Council.From other multiple datas analysis, it also can be seen that the revision of Act on Organization and Administration of Local Education Administration in 2014 had certain positive performance. In the research on the personnel of the Board of Education, we investigated the personnel policies and staff composition of the Board of Education in the nationn-wide prefectures. The personnel policies of the prefectural board of education can be lassified into six when we rearrange based on difference in employment frame at the time of hiring. In addition, it was also found that there are many cases in which general administrative staff worked longer for a long time in the board of education.From these analyzes, it was found that efforts to foster "educational administration" staff have been expanding in many prefectures.
  • Study on the relation between politics and educational policy, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2014 04 01  - 2019 03 31 , As of 2000s, some of the Japanese mayors have increasingly been involved in their municipal education policy. During 2010s, they have had an obvious determination to facilitate their political influences on the education policy on the basis of legal reforms of the educational administration system. This study investigated the backgrounds and the consequences of such political trends in the educational system reforms in Japan. In 2014, when the board of education system (The Local educational Administration Law) was drastically reformed, the major point at issue was the board members' lack of a sense of responsibility. It was expected that a trump card for rectifying the board system was to strengthen the mayoral control over the education policy. The study clarified what are actually changed or unchanged across the reform of the boards of education through examining its actual conditions and discussed the theoretical implications of these changes.
  • Actual state and perception of teacher's workload under globalization, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2015 04 01  - 2018 03 31 , The purpose of this research is : (1) to clarify the current situation and change regardingf the teacher's life and the concept toward teachers' role by questionnaire survey, and (2) to explore the cause of Japanese teachers’ long working hours of by comparing with the results of overseas interview survey. The results are as follows: (1) The teacher's social status and economic situation are not very good, but the teachers are satisfied with their teaching life. It can be seen that this trend is gradually increasing with reference to past survey. (2) The primary cause of teacher 's long working hours is that teachers have no idea as a labor agreement or labor management. The background is that In Japan, the number of teachers belonging to teachers unions is less than 30%, and teachers unions have little function to improve working conditions
  • Study on the strategy for school size and location that contribute to community in a population declining society, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2014 04 01  - 2018 03 31 , The purpose of this research is (1) to collect different case types of the local government strategy: management of the school size and location from urban areas to mountain / depopulation areas, (2) to analyze and compare the cases from the view point of their human resources, the hardware aspects of facilities, and other natural conditions, (3) to compare them with the cases in overseas, and (4) to construct the model of the management of the school size and location. As a result, we made it clear that several strategies are effective: consistent education from 1st-12th grade(elementary school and junior high school) or 1st -15th grade(elementary school,junior high school, and high school) , and the network of the schools or the local government to share the resources. Further, by analyzing the case in England, it has become clear that the network of schools is not only for maintaining the small schools, but also for professional development and improvement of curriculum.
  • Research on the influence of educational policy on social capital, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2014 04 01  - 2018 03 31 , The purpose of this research is to clarify the influence of Japanese educational policy / project on social capital in school district. We selected nine educational policies and projects that are thought to be effective in fostering social capital surrounding children, teachers and parents. For community schools, school support headquarters, children dining halls, and school disaster prevention projects, case analysis methods were used (we tried to collect time series qualitative data). For the school selection system, the faculty personnel system, the school evaluation, the integrated elementary and secondary education, the PTA activity, we used the method of quantitative analysis. Succeeded in describing the quantitative and qualitative description of the process of fostering social capital of school districts by each educational policy / project.
  • Survey on the influence of teacher's working environment and its change on professional development, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C),   2014 04 01  - 2017 03 31 , In this study, we conducted a follow-up surveys on mental health, adaptation feeling and ability formation for teachers. Firstly, we conducted surveys of all the teachers in the two towns and revealed that the work situation and the feeling of adaptation to the workplace will change depending on the length of service in these towns. Secondly, we conducted surveys of newly appointed teachers in two prefectures and clarified how employment conditions and the feeling of adaptation to the workplace change during the three years after adoption. It was shown that the replacement of superiors and colleagues has some effects on new teachers. In addition to presenting these results at academic societies, we reported the same results to educational administrative organizations and discussed for better educational policies.
  • Education of School Leader based on Professional Standards of School Principal, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2013 04 01  - 2016 03 31 , The purpose of this research is to study the possibility of education of school leader based on Professional Standards of School Principal made by the Japanese Association for the Study of Educational Administration in 2009. We clarified :(1)the meaning and role of 'competency'in the preparation programs of school principals in the UK and US,(2)Trends of the Proessional Standards of School Principalin UK and US,(3)The problems and expected role of the preparation programs in the Professional School of Education in Japan.And we made:(1)the professional development programs for school administrators based on the Professional Standards of School Principalin cooporation with the school board of education,(2)The textbook of Case Method for the education of school administrators.
  • Time use survey and teachers' workload: why is community school system in Japan the minority?, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Challenging Exploratory Research,   2013 04 01  - 2016 03 31 , 1: By analyzing existing data, the distinctive features of teachers' workload in Japan was found as follows. (a) Internationally and histrionically, Japanese teachers do a desk work long hours. And at the same time, they are engaged in teaching and guidance long time. 2: The measurement method of workload of teachers in public elementary and junior high schools was designed. By conducting some surveys, it is found that the suitable period for teachers' workload is seven consecutive days including Saturday and Sunday, and for administrators' survey is five consecutive days in weekdays.
  • Japanese Teacher's stress improvement by educational administration, Educational psychology and school management., Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C),   2012 04 01  - 2015 03 31 , This project examined problems of Teacher's health self-defense and occupational ability. And, we thought the support system's development by school management and educational administrations. We did a study a combination of surveys and interviews were scored. It suggests that in the future as a conclusion it is necessary to consider the "Teacher's Career Studys".
  • The studies about the change of the local educational administration and finance under the decentralization of authority and the public administrative and fiscal reform after the 2000s, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2011 04 01  - 2015 03 31 , This project performed empirical research about how an educational administration in local-government has been changing under the reform of decentralization and public administration. The following two subjects of research as a work subject were tackled: (1)We examined theoretical arrangement and the subjects of the institutional reforms of board-of-education, having carried out the questionnaire for local-government all over the country and performing comparison with 2004-investigation. (2) We performed the questionnaire for all prefectures, and collected the dates of the actual condition and influence produced by integration and abolition of branch offices of prefectural board-of-education. We also performed the field surveys to the characteristic prefectures. The results of research for four years were published as the reports of each fiscal year.
  • Research of the social and institutional factors that affect the formation of professional teachers for the presentation of policies and management implications, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C),   2011  - 2013 , In this study, we took sick leave of mental illness as the crisis in modern teachers' career. And we investigated the human resource management policies for the teachers' sick leave of mental illness in local governmental level. By a nationwide survey, a variety of realities have been revealed. And we also investigated how the experience of working in certain area or school acts on the stress and capacity building of teachers. We have developed questionnaire for teachers to high levels of reliability at first. Subsequently, data were collected continuously using the questionnaire. Using the results of the survey, we have tried to describe the situation of stress that inhibits the ability improvement by teachers. And we also tried to analyze for job adaptation sense to promote the capacity building of teachers.
  • How changes in policy-making system affect education policy in Japan?: Empirical research and its policy implications, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2010  - 2012 , Our research theoretically and empirically clarifies how changes in the governmental system affect education policy in Japan. Findings of this research are: (1) Education policy and finance system, which have close relationshipswith outside education system, is strongly affected by changes in outside education system. (2) Personnel affairs of teachers have been changed with the extent to which the municipalities are consolidated, and have affected school governance. Our findings show that the changes in education policy differ depending on the strength of its linkage with outside education system.
  • A study on the building of social capital in elementary school districts, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C),   2010  - 2012 , First, we investigated the effects of social capital on to academic performance and professional growth by utilizing quantitative data. The ties between a teacher and students have a significant effect on the improving of academic performance. Second, we have described the procedures and methods to build social capital in school districts by utilizing qualitative data. Social capital had been building through promoting the communications, reciprocity norms, trust relationships within people of the school district.
  • Empirical study on the restructuring of education in the age of Decentralization : focusing on the infrastructure of the compulsory education and the teachers' professionality, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B),   2009  - 2011 , This research explores empirically what kind of impact the recent reform of compulsory education have made on teachers' proffesionality, hand in hand with the decentralization reform. For this purpose, a restructuring process of teachers' proffesionality is examined under the local contexts : the decrease in the number of pupil, the age structure of teachers and local government's financial conditions. Especially paid attention are the impacts of three issues which are the changing patterns of deployment and career of teachers, the introducing of the evaluation of teachers, and the function of board of education.
  • The changes of educational administration in local governments through the municipal mergers, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Young Scientists (B),   2008  - 2010 , This study surveyed the impacts of municipal mergers in local educational administration in recent years. Drastic progress of municipal mergers in recent years changed the ways of school support and the policy of teachers' personnel exchanges in local governments. Through the interviews and data collections and analysis, the changes of each business and relationships between organizations are found in the boards of education (both prefectural level and municipal level) and schools. These results mean the emergence of new needs of practices in educational administration without pronounced changes of legislation.
