Rapid prevailing of Cross- School Organisation (CSO) is a feature of this changing century. There are varieties of CSO among advanced countries. We define CSO as multi- schools networking which share educational resources.
We mainly compare the United Kingdom,Australia and Japan.In each countries, the central governments go ahead with school CSO policy.While there are many successful cases in Expanding CSO provide many successful cases, simultaneously it is sometimes criticized from stake holders. Especially in Japan, the Ministry of Education and local authorities emphasizes effectiveness of NSC and introduce good practices. are introduced, However, thorough our three- years research, in some cases, headteachers and school governors lose their purpose and leadership in CSO because of a lack of a macro improvement model and a leadership model.
