    本研究は、VUCAレベル増大の環境下における新たな学校経営の思考枠組み及び各学校の経営実践に有効に機能する官民の支援ネットワークのあり方の解明を目的としている。 本研究課題の開始年度となる2021年度は、近年の環境変動状況における学校の経営過程・組織運営関連の政策形成状況、理論構築状況についての理論研究（文献収集と解題）に中心的に取り組んだ。特に、研究代表者における準備が相対的に薄かった学校危機・学校安全に焦点を当て、1990年代以降の学校をめぐる危機の変化、教育政策における学校の危機対応・危機管理の含意の変化、対応する学校経営の理論構築の状況について考察した。これと並行して、一般経営学における、組織レジリエンス等環境変動に対応する組織論形成動向の資料収集・整理、アメリカにおける学校課題への機動的対応を意識した学校組織改革動向の資料収集・整理を行った。 結果、学校の危機対応の考察では、学校の組織的対応（及び人材育成）にかかる政策形成と学校の実践・実態との乖離、統合的な学校経営理論の質・量の少なさ等の課題を確認した。加えて、その遠景に、現在複数学問領域で進展している学校危機管理研究の領域間相互作用の内実等について、課題を想定しうることを仮説的に確認した。 以上の考察結果の主要なものについては、2021年度に全国的学会（シンポジウム）において報告・提案した。そのほか、近年の学校の経営過程・組織運営（及び学校経営を担う人材育成）に関する政策・理論動向について、雑誌論文等として公表した。

    本研究は、校長のリーダーシップ発揮の促進要因を、校長職をとりまく制度的・組織的条件に焦点づけて実証的に解明し、日本における改革デザインを提示することを目的とする。 核心をなす学術的「問い」は、①校長のリーダーシップ発揮を促進する制度的・組織的な条件は何か？、②日本でそれを構築するにはどのような改革が必要か？、の二つである。 本年度は、校長のリーダーシップ発揮に関係する当事者の認識を解明するための国内調査と海外調査を実施した。 国内調査では、まず予備調査として現職校長および退職校長等に近年の学校経営の実態や校長のリーダーシップをとりまく諸条件についての聴き取りを実施した。同時に、国内での関係する先行研究を批判的に検討し、質問紙調査の枠組みと構成を構築した。全国の公立高等学校・中学校・小学校・特別支援学校の中から無作為抽出された2,400校の校長、校長候補者（副校長・教頭）、ミドルリーダー教員を対象にして質問紙調査を実施し（有効回答率38.1%）、学校経営の現状と校長のリーダーシップの実態当に関する基礎的分析を行った。その結果は中間報告書にまとめ、Researchmap上で公開した。 これと並行してアメリカ、イギリス、オーストラリア、ニュージーランド、ロシア、カザフスタン、中国、韓国、台湾の各国における校長のリーダーシップを支える制度的・組織的条件に関する資料・情報収集を進めた。そのうち、アメリカ、イギリス、オーストラリア、中国、韓国については現地訪問調査によって、学校・教育行政機関、専門職団体、民間組織等の活動状況に関する聴き取りと資料収集を実施した。

    2019年度は、ロンドン大学との共同研究によって、日本とイギリスとの Cross School Organisation/Multi Schools Organisation(CSO,MSO複数学校の組織）について、導入経緯・リーダーシップの所在を中心としたフレームを組み立て、ケーススタディを日英両国において蓄積した。 共同調査、分析作業を経て、CSO/MSOについて国際共通の分析フレームにむけて先導的発信を行うべく2019年8月にWorld Education Research Associationにて報告を実施した。 そのシンポジウムにおける実績の概要は以下の通りである。 MSOとは、複数学校のネットワークであり、ある目的やミッションを共有するための特定の組織を有すること、と定義した。比較のメインターゲットは英国のMulti Academy Trust (MAT) と日本の学校地域連携(NSC) である。両国とも中央政府が、MSO政策を義務教育の革新のために推進している。 我々の3年間の調査を通じて、いくつかのケースでは校長や学校理事はMSOの中で目的やリーダーシップを喪失しており、その理由としてマクロ改善モデルやリーダーシップモデルの欠如がある。この状況の中で、MSOのコンテクストや構造、複数学校の間の実際のリーダーシップやマネジメントが分析される必要があり、以下の視点からの分析を実施した。(1)なぜ日英のMSPはリーダーシップとイノベーションの視点から、課題であるのか。(2)MSOの目的は何であり、リーダーたちはどのようにMSOと効果的な連携を作れているのか、いないのか。(3)MSOはどのように効果的に複数学校をマネジメントできているのか、いないのか？日英の共通点と違いは、学校経営とリーダーシップの理論にユニークな知見を提供するであろう。

    The first outcome was to clarify the current situation of the school organization and sort out the problems of school management based on the actual situation of the fluidization and diversification of the organization.It is the collaboration of boundaries, and the main ones are as follows:(1) Collaboration and connection between elementary/junior high/high schools. (2) Collaboration between schools and communities.(3) The new management method by collaboration within each occupation in the school. The second outcome is the development of management methods that can cope with the diversification and mobilization of school organizations.With reference to advanced cases, we examined measures for each problem and developed a new school management method for creating deliverable results.Then, we have developed educational and training programs and materials that can be used at the graduate schools where teachers are currently enrolled and prefectural education centers nationwide.

    We have focused on "specialization in education" and framed a joint research topic which involves historical and comparative examinations of the efficacy of Japanese educational management systems as a means to sketching out the structure of educational management that the future will demand. Specifically, the goal of the research was to: 1) unite theoretical and practical approaches to asking how "school autonomy" reforms have changed the realities around educational management; 2) give a historical context to awareness of the role of schools in Japan, their internal organization and external relations, and specialization among faculty and other staff members; 3) clarify "specialization in education", and likewise, educational management systems and their associated issues envisioned under the guise of "team-based schools", and examine their efficacy through international comparisons; and 4) analyze all of these issues comprehensively.

    The structure and the concept of "education ecosystem" have been specified from educational point of view. In an education ecosystem, the role of the government transforms from the education provider to the platform provider, controlling the balance of the whole system through metagovernance which coordinates the multiple governance arising on the platform. Picking up a student-centered and collaborative learning environment and analyzing the teacher-student and student-student relationship, it is indicated that an education ecosystem securing the diversity and harmony at the same time is actualized in a classroom.

    Rapid prevailing of Cross- School Organisation (CSO) is a feature of this changing century. There are varieties of CSO among advanced countries. We define CSO as multi- schools networking which share educational resources. We mainly compare the United Kingdom,Australia and Japan.In each countries, the central governments go ahead with school CSO policy.While there are many successful cases in Expanding CSO provide many successful cases, simultaneously it is sometimes criticized from stake holders. Especially in Japan, the Ministry of Education and local authorities emphasizes effectiveness of NSC and introduce good practices. are introduced, However, thorough our three- years research, in some cases, headteachers and school governors lose their purpose and leadership in CSO because of a lack of a macro improvement model and a leadership model.

    There are two main findings of the study. First, the non-teaching actors are likely to stay away from the field of teaching expertise, and there is the possibility that the “Professionality of Teaching” would not be perceived as inferior. However, the second finding is that teachers’ awareness of “Professionality of Teaching” may tend to focus too narrowly on minor issues. Thus, we should focus on the distance between “Professionality of Education” and “Professionality of Teaching,” which are occurring in the governing process of public schools and communities.

    This research has focused on present committment of private agencies on the educational policy process in USA and its impact on the role of local education agencies. We made clear about following points through theoretical study and investigation. (1)the histrical background that has promoted the committment of private agencies on educational administration. (2)the characteristics of theoretical framework of "educational eco-system" and the organization of educational innovation clusters. (3)the partnership practices between private agencies and school districts and their actual impacts.

    The results of this study are summarized in two points. (1) From the survey on Japan of school management, in developed municipalities ,delegation of budget and authority to school improved the recognition about the budget shortfall. Less than 50% of teachers and school financial manager answered “This school is under is insufficient budget”.(2)Trough comparative studies to United Kingdom and Australia, financial delegation and empowerment of self-management skill of each school brings school improvement.

    The purpose of this research is to study the possibility of education of school leader based on Professional Standards of School Principal made by the Japanese Association for the Study of Educational Administration in 2009. We clarified ：(1)the meaning and role of 'competency'in the preparation programs of school principals in the UK and US,(2)Trends of the Proessional Standards of School Principalin UK and US,(3)The problems and expected role of the preparation programs in the Professional School of Education in Japan.And we made:(1)the professional development programs for school administrators based on the Professional Standards of School Principalin cooporation with the school board of education,(2)The textbook of Case Method for the education of school administrators.

    The purpose of this study is to investigate the characteristics of Japanese style of school leadership which can be effective for school improvement. For this purpose, first, we reviewed the studies of theory and practice of school leadership in the Western and Asian countries. Second, we conducted the observation and interview surveys on some public schools which have improved in Japan, and then considered the necessary conditions and factors for effective school leadership. And third, based on the results of the surveys, we had discussions on the characteristics of Japanese style of school leadership compared with the Western and the other Asian countries styles of that.

    First, we investigated the effects of social capital on to academic performance and professional growth by utilizing quantitative data. The ties between a teacher and students have a significant effect on the improving of academic performance. Second, we have described the procedures and methods to build social capital in school districts by utilizing qualitative data. Social capital had been building through promoting the communications, reciprocity norms, trust relationships within people of the school district.

    Rate of incidents which sick leave among Japanese teacher's due to psychological illness for each prefecture differ greatly. These causes were looked for with social psychology, clinical psychology, school management and educational administration. We proposed that"Teacher's Career Support"is effective.

    The purpose of this study is to investigate the latest trends of the regional associations for school accreditation in the United States. In U.S.A., six school accreditation associations have established and developed since the end of the 19th century. School accreditation originally began to assure the quality of upper-secondary schools, but recently the number of elementary and lower-secondary schools which are asking for accreditation has been increasing. This study examined the historical background of the change of activities of the school accreditation associations, especially focusing on emphasizing school improvement. It was found that school accreditation process has some features as school evaluation to promote school improvement.

    高等学校の学校経営上の課題とコンサルテーションのニーズについて質問紙調査を実施した。共通する課題としては、予算不足、教職員の意識が変わらないこと、予算の裁量性が乏しいこと、特定の専門性を有する職員が不足していることなどがある。また、学校経営上の課題及び知識ニーズと支援ニーズは、普通科と専門学科で異なるとともに、普通科でも難関大学への進学の重視度によって異なることが明らかになった。 学校経営に関するコンサルテーションを行っている研究者による2回の検討会を通じて、(1)目先の課題にとらわれないコンサルテーションの重要性とその技法、(2)学校経営コンサルテーションとスクールリーダー教育の基盤となる学校管理職の専門職基準の必要性、その内容、活用方法等を明らかにした。 学校経営コンサルテーションについてシャインのプロセス・コンサルテーションの理論を援用して検討を加え、広義のプロセス・コンサルテーションが学校変革を促す際にも有効であることを明らかにした。

    近年、各学校に環境条件に対応した経営ビジョン形成を求める動きが全国的に強まる中、実効性あるビジョンの内容やその形成手法の解明が課題となっている。本研究では、日本の小・中学校に焦点を当てて経営ビジョンの策定実態とその課題について分析するとともに、事例研究を通じて、経営ビジョン形成過程やそこで用いられた手法について考察した。

    本研究では、学校の民営化を「学校の設置・経営・運営形態の変更の現象」と狭義に定義し、教育政策の政治過程の分析、教育特区の事例分析、株式会社に対する教育市場への参入可能性を検証する意識調査、諸外国(アメリカ・イギリス・中国・ロシア・オーストラリア・ドイツ)における教育政策の分析と事例分析をとおして、学校の民営化の進行状況とその実態と課題を明らかにした。

    本年度は2年計画の第2年度として、本研究課題について以下のような研究作業を行った。 その第一は、アメリカの地方学区と学校経営企業(EMOs)間における学区・学校運営委託事業(contracting out)の実施過程に関する実証研究である。まず、近年アメリカにおいて頻繁に発表されるようになった学区・学校運営に関する著書・報告書を渉猟し、同国における委託事業をめぐる最新の政策動向とその基本的手続きを整理解題した(この作業には、アメリカにおける福祉・都市開発分野での委託・民営化の動向の解題が含まれた)。次に、初年度に作成に着手したアメリカの諸学区の委託事業やEMOsのプロフィールの整理・データベース化の作業を継続した。そして、典型的な州・学区を取り上げ、委託事業の実施過程を精査し民間委託の促進・阻害要因についての考察を行なった。ここでは、州・学区教育政策の委託事業に対する影響、事業における諸学区・EMOs間のコンフリクト、各EMOsにおける教育サービス供給システムの実際を主な視点とした。 本年度の研究作業の第二は、アメリカにおける学校・学区運営の民間企業委託の可能性と課題の総括である。ここでは、初年度に研究した、1970-90年代の諸学区における「学校と企業のパートナーシップ」形成についての知見も総合して、同国における学校・学区運営の民間委託事業の発展経緯の全体像を明らかにし、大きく同国の学校民営化の可能性と課題に関する総括的考察を行なった。これに付随して、近年「民営化への過渡期」としての学校経営改革を進展させている日本の現状と今後の課題についても比較的に考察した。
